Timeline

When each change happens

1.9.2026

The first legislative changes enter into force. The new entrepreneur training system begins and Traficom takes over the entrepreneur exam.

31.10.2026

The last day on which the taxi driver exam can be taken without the 21-hour basic training.

1.11.2026

Mandatory training begins. 21 h for new drivers, 7 h for those renewing a licence.

1.1.2027

Taxi vehicles must be attached to the transport licence. Ordering of taxi plates begins.

1.2.2027

The taximeter becomes mandatory.

1.7.2027

Taxi plates become mandatory for all.

31.8.2034

Window closes. The refresher training obligation expires.

The exam is taken in Finnish or Swedish, and no dictionary or interpreter may be used. That is why A+ Taxi teaches the Finnish vocabulary you need for the exam as part of the course — you won't be left alone with the difficult terms.

The three most common questions

Can I take the course in English?+
Course instruction and materials are in Finnish, and the exam is taken in Finnish or Swedish. A+ Taxi provides English support when needed and teaches the Finnish exam vocabulary as part of the course.
Why is the law changing?+
The reform aims to improve the safety and quality of taxi services, to make driver competence more consistent and to tackle the grey economy — which is why training becomes mandatory. Previously driver training was not required. Entrepreneur training and the exam are being renewed at the same time.
What does the taxi driver exam cost and where is it taken?+
The taxi driver exam is taken at a service point of Traficom's service provider. The entrepreneur exam under the new system moves to Traficom on 1 September 2026 — training organisations may arrange current-system entrepreneur exams until 31 August 2026. The taxi driver exam costs €138. In addition, Traficom charges a €21 fee for registering the completed training — we explain how this is billed together with the course price.
